Jay is the Broadband Manager for the Carroll County Broadband Project. In this role, he manages the County public network and oversees the federal, state, and local grants for regional Internet Service Providers, businesses, and residences. Jay formerly served as the President of the regional Virginia / Maryland/Washington DC chapter of the National Association of Telecommunications Officers and Advisors (CAPATOA).
