About

Kenya Asli is the Director of Broadband and Digital Equity for the Baltimore City Office of Information and Technology, where she leads the City’s strategy to expand broadband infrastructure, strengthen digital inclusion, and advance equitable access to technology. With more than 20 years of cross-sector experience at the intersection of public innovation, technology, and equity, she has built a career turning complex challenges into coordinated action across infrastructure, policy, and community development.

In her current role, Kenya has spearheaded transformative initiatives, including designing and launching Baltimore’s first dark fiber leasing program, securing millions in ARPA broadband and digital inclusion grants, and leading a multi-agency RFP with the Housing Authority that will deliver new connectivity to thousands of residents in historically underserved neighborhoods. She also advises the Mayor’s administration and regularly briefs City Council members, state leaders, and federal partners to align digital equity strategy with Baltimore’s economic development and inclusion goals.

Previous leadership roles include directing multimillion-dollar grant portfolios for the Mayor’s Office of Criminal Justice and the Department of Public Works, revitalizing workforce development programs at Bon Secours Community Works. Collectively, these roles highlight her ability to combine fiscal strategy, operational execution, and equity-centered design to deliver lasting outcomes for residents. 

Kenya earned her Juris Doctor from the University of Maryland School of Law and her Bachelor of Arts in Social Work from Morgan State University. A sought-after national speaker, she has presented at Smart Cities Connect, Digital Equity Summits, NTIA Roundtables, and Cisco Live! Her leadership reflects a steadfast commitment to equity-centered design, community empowerment, and building sustainable digital infrastructure that ensures all Baltimore residents—and Marylanders at large—can thrive in a connected future.
