Cheryl serves as the Broadband & Energy Manager for Garrett County Government’s Department of Technology & Communications. She has worked to expand broadband availability and works to encourage renewable energy projects in rural areas through innovative partnerships, creative financing, and pioneering project design. Her work includes digital inclusion efforts such as ensuring affordable broadband for all, distributing devices to low-income residents, and enabling digital learning opportunities with the goal of digital equity across the county.
She manages multiple federal and state grant programs, from grant application to project management, reporting, and follow-up. Cheryl is a certified grant writer and has successfully written, received, and/or managed public and private foundation, state, and federal grants throughout her career, ranging from $200 to $1.5 million.
Her other major responsibility is renewable energy, to include support for the industry as well as encouraging new energy and efficiency projects, both large and small. She advocates for policies that enhance equity in the renewable energy system.
She has almost 20 years of experience in economic development as well as marketing. Cheryl was named one of the Top 100 Women in Maryland by the Maryland Daily Record in 2023. She and her husband also operate a small fresh produce farm with their two children.
